we can say the line is parallel when the equations of the lines have the same slope so the slope of the equation shown in the question is m=(-3/2) so the equation that we will obtain most have a slope equal to (-3/2)

Using the equation line and the point c we can obtain

y+4=(-3/2)x+9

y=(-3/2)x+9-4
