State-enforced laws can also be formed by a single legislator or by a group of legislators. Private parties have the ability to make legally enforceable agreements, such as arbitration clauses that forgo traditional court action in favor of other means of settling disputes. A stated or implied constitution and the rights enshrined therein may have an impact on how laws are created.
