By definition itself, a low pressure center or area is a region of steadily rising air. Isentropic expansion cools the rising air, which in turn causes the condensation of water vapour, creating clouds. When air rises around a low pressure center, its level of saturation is then reached at an altitude. Clouds then form when water vapour condenses.
