On August 2, 1776, the agreement was signed by Richard Henry Lee, Lewis Morris, Elbridge Gerry, Oliver Wolcott, George Wythe, Thomas McKean, and Matthew Thornton. Additionally, seven other members of Congress were added after July 4. The 13 colonies were represented by the 56 delegates to the Second Continental Congress, 12 of which cast votes on July 4, 1776, to accept the Declaration of Independence.
On June 11, 1776, Congress assigned Benjamin Franklin of Pennsylvania, Thomas Jefferson, Robert R. Livingston of New York, Roger Sherman of Connecticut, and John Adams of Massachusetts to a committee to compose a proclamation in the event that the vote for independence would be successful. The declaration was signed by 56 congressional delegates in all, some of whom were absent when it was approved. Josiah Bartlett of New Hampshire and George Walton of Georgia were the first delegates to sign, going from North to South.
