Under Elizabeth i, puritan exiles returned to England and hoped for reform of the Church of England.

The Puritans left England essentially due to religious mistreatment but also for economic reasons as well. Under the rule of Elizabeth I of England, from 1558 to 1603,  the Puritan movement started in England,  Elizabeth I ruled over England and Ireland as their Queen.

In conclusion, Puritan exiles were allowed to return to England during Elizabeth I's rule, when they revived their hopes of repair the Church of England. England was in religious disturbance and confusion in the early 17th century, the religious climate was bitter and frightening.
