The present perfect tense is used to indicate an action that has taken place at a specific point in time. It mostly uses an "ed "added after the verb eg. watched, completed etc. We normally use this form of the verb in our conversation while describing certain changes .It is used to describe an action that began earlier and still is continuing till present. Begun is the past participle used in perfect tenses. The words have and has can be used before begun in the present perfect tense. .The "ed" rule applies only to regular verbs and not to irregular ones like begin.
