Soap merely attaches to oils, permitting them to be flushed away easier with water. It doesn't inherently do anything to create something "clean." Dropping soap on the ground will cause the soap dirty, but the dirt clinging to the soap stands no longer on the ground, so technically the floor in that one spot stands slightly cleaner. Although I wouldn't regard the floor clean, as it brings soap, water, and scrubbing to correctly dislodge the majority of dirt.
