The second wave of Cuban immigration began in 1965 as a result of the outcome of an agreement between Cuba and U.S.

During previous years, Cuban migration included people who could afford to live abroad and leave the nation. With descendants, there were about 125,000 Cubans officially registered in the United States in 1958. After the revolution of 1959, more than 50,000 of them stayed in the country.

The US government provided Cuban exiles with shelter, financial assistance, and avenues for permanent residency in response to Castro's Cuba being perceived as a communist threat close to home. President Dwight Eisenhower initiated the Cuban Refugee Program in 1960, and President John F. Kennedy extended it.
