In the tempest, Caliban was known to have misbehaved, but Prospero is one who did not show him any mercy or leniency as he was said to have punished him very harshly.

Note that at the first instance, Caliban was seen as a freak, and a man who has greed, lust and as the story moves on, Caliban was said to have looked less a monster and was punished a lot.

A character who was said to be one that was not really punished harshly a lot was Prospero's treacherous brother called Antonio  and he was known to have brought down Prospero and became the leader.
