Flavius Sabinus, a Roman knight who had previously been a tax collector, was the father of Vespasian. Vespasia Polla, his mother, was a member of the equestrian order of society and had a brother who was elected to the Senate. Even though Vespasian is supposed to have been hesitant to join his brother in the Senate, his career was not in any way delayed because he attained the praetorship in the earliest year permitted by law, namely AD 39, the year in which his eldest son Titus was born.

Vespasian's fiscal reforms and consolidation of the empire generated political stability and a vast Roman building program.
