A person's behavior is most likely to be consistent with his or her attitudes when: social influences on behavior are minimal.

According to the theory of cognitive dissonance, individuals tend to seek unity among their perceptions (i.e. their beliefs, their opinions). When there is a conflict between attitudes or behaviors (discord), something must be changed to remove the dissonance. Everyone experiences different situations and is affected by different types of people than others.

When individuals focus more on their own attitudes and feelings, they tend to act on those attitudes  and thus attitudes and behaviors are linked. In addition, when individuals feel more responsible for their own actions than as  part of a group, their attitudes are more in line with their behavior.

Attitude-behavior consistency exists when there is a strong relationship between opinion and action. For example, a person with a positive attitude towards protecting the environment, who recycles paper and bottles shows a highly consistent attitude and behavior.
