Elite theory is a state theory that aims to characterize and explain the distribution of power in modern society. According to the thesis, a small minority—made up of members of the economic elite and networks that design policies—holds the most power, and that influence is unaffected by democratic elections.

Dye and Ziegler stated that tiny minorities, not the vast majority of people, make a lot of political, economic, and social decisions. In America mostly politically and economically activities are in hand of elite group. That is why Dye and Ziegler suggest that Elite group play a major role in political participation.
