Hobbes maintained in Leviathan (1651) that the consent of the governed, who in a fictitious social compact promised to obey the sovereign in all affairs in exchange for a guarantee of peace and security, was ultimately what justified the sovereign's absolute power.

Hobbes argued that anarchy, in which the powerful rule the weak, is the fundamental state of humanity. Hobbes proposed that individuals or communities should "contract" with a protector as their sovereign in order to eliminate this fundamental anxiety. Individuals agree to forfeit all rights as part of this social compact, while the protector retains all rights.
