This type of protest is usually non violent. Yes it could be ineffective if the citizens are in an authoritarian setting. Civil disobedience in such cases may lead to some ugly consequences for the protesters.

This only gets to be effective in a real democratic setting where the government is ready to listen to the people and make changes where necessary.
