I assume that you mean the numbers 7, 8, and 15 as a form of measurement. Let's call them centimeters. 

Yes, you can make a triangle with any side lengths. There's only one rule for it to be a triangle; that is to let it have three sides. 

Since your triangle has uneven sides, your triangle is called a scalene triangle.
