C) the creation of the Spoils System
Though some states had been using a form of Spoils System before Jackson entered the White House, such as New York and Pennsylvania, it wasn't until his Presidency (1829-37) that it was officially created.
The system consisted of giving government civil service jobs to Andrew Jackson's friends and supporters as a way to reward party loyalists and build a stronger party organization.
The system was harshly criticized by his political opponents, since the individuals weren't hired based on skills, training or experience, and considered it a corrupt use of political patronage.
