I believe the answer is: Apply to join the USA as a new state.
As soon as their application is accepted, the northwest ordinance granted the people in that area the authority to select their own leaders and govern themselves. One weakness of the northwest ordinance is that it provide the power for these states to seceded and separate themselves from the feds.
