In order for the Constitution to become valid all over the country, it needed to be ratified in nine states. This was accomplished when New Hampshire signed it. However, even though nine states had already signed the Constitution, the failure of Virginia and New York to do so could have jeopardized its status. This was because the two states were large, heavily populated and wealthy. A refusal to recognize the Constitution in these two states would have been a difficult force to fight against.
