This resolution was from one regional peasant assembly and did not necessarily reflect the opinion of the entire country. There might have been other groups of peasants in different areas of the country who disagreed with the resolution proposed by the one in Samara.
A historian might not think that the resolution of the Samaran peasants assembly would not be admissible by all the peasants group as it would not take into account, the opinions of the other groups as well.
There should be clarity and an overall uniformity in the decisions that are accepted by a group and should not be restricted to an individual group of an entire region.
