If a country has falling birth rates, what would the government want to do in terms of migration? Will they want to force people in to the country? Force people out? What about xenophobic governments (think Japan)?
They would have to force foreigners out of the country and create strict laws like north Korea when a xenophobic country has failing birth rates they have funded artificial intelligence matchmaking schemes to help people find simple things like love and help
