The 12-pack. It will make the cost per roll $.97 instead of $.99 (the cost per roll with the 8-pack)

First you need to work out the cost per pack.
$7.92 / 8 = 0.99 (8 pack)
$11.64 / 12 = 0.97 (12 pack)
As you can see the 12 pack one is the better buy as one pack is $0.97 whereas the 8 pack one is $0.99 per pack.
