There has been lot of attempts and lot of different methods used in order for the scientists to manage to predict the earthquakes, but without any success, as all attempts have failed.

So far, the scientists have a pretty good idea about the places where it is the most probable that earthquakes will appear, but that's about it, so unfortunately people can still not be warned in advance about them.

I would say yes - however, there wouldn't be enough time to save lives. Scientists have no way of predicting an earthquake, say, a week before it arrives.
