no it is only a repeating decimal if the number is repetitive for example .3333333 is a repeating decimal because the 3 repeats with no change of pattern

Not the way you wrote it, it isn't.  Nothing you wrote is repeated, and
there's no note saying that the  561,  or the  61,  or the  1  repeats.
