My recommendation for the development of an ethics training program is that get the Leadership Involved in the ethics trainings from the very start.

Ethical leaders when committed to working with ethical employees. can relate some good ideas about what they  should  focus on and as such, it is food to get leadership involved and also committed from the very start of the training.
