Should the intent of the framers be considered when deciding the meaning of the constitution and why?

While i think we should consider there intent a little i believe that times have changed a lot since then and to be honest they didnt really do the best job of including everyone in the og constitution. They also had no way of knowing about the tech we now have and how it comes into play.
