can bullying be solved by laws? why or why not?

This is more a opinion based question but in my opinion I think bullying can not be solved by laws because it would cost a lot of money on court cases and there might not me significant evidence of being bullied and reason number 2 is because there will always be bullying to some extent so making laws will reduce bullying but not fully stop it.

Bullying is some time on the next level. they abuse you, assault you, and much other stuff like this. there are reasons why we have laws and laws that can stop bullying first we try to warn you to stop and if not then you go to jail.

Because The law requires all elementary and secondary schools in the country to adopt an anti-bullying policy.
