I wouldn't say that they are necessarily inherently good or evil. It is all subjective and is based on their upbringing. But it is never an excuse to make bad decisions. Everyone has the will to do whatever they please, depending on what choice they choose it has consequences (good or bad). A lot of it has to do with morals/religion/and how you respond to things. Also, your brain development is a big factor as well.
