The Immigration Act of 1965 eliminated the country quotas created in 1924, gave priority and job skills, and realigned the streams of immigration from Europe, Asia, Latin America and Africa.
This was a legislative act which was passed in the year 1965 to give preference to relatives and children of American citizens and has a seven point category system.
With  this in mind, we can see that family reunification was the aim as relatives and children of legal US residents and citizens were allowed to migrate to America.
