Carbohydrates empirical formula is Cm(H2O)n (where m may or may not be different from n). So hydrogen:oxygen ratio is 2:1 and there is not a specific ratio between carbon and two other atoms but is some situations (if m=n) you can tell carbon:oxygen ratio is 1:1 and carbon:hydrogen ratio is 1:2.
