A bureaucracy has to justify itself. It always argues that acts in the best interest of those it serves. If it was me answering the question in an essay form, I would choose the first choice bureaucracy as part of my topic sentence. If you don’t believe me, the income tax act in both Canada and the United States (especially in America) is one of the most complex laws ever written. So my answer for you would be Red Tape. It’s formal. It’s an organization. It’s not always reasonable, especially if you have to deal with it. It’s stable, but not in a good way.
