The graph show the immigrant groups like it says, so the chart is showing you in the first one which was in 1840-1860 that the immigrant was mostly in Ireland, Germany, and Great Britain. While the second chart shows in 1861-1900s the immigrant groups was moving around because you can see the decrease immigrant groups was in Ireland.
