then you change 3/2 to b

y=2x + b

then you plug in the point 2,1

after that you change the b in y=2x+b to -3

y=2x-3

2) after you convert it into slope intercept form (y=1x+b)

you have to change the x to a negative x because the line is perpendicular

y= -1x + b
