Tokyo in 1945 was not very developed but all this changed when they were defeated by the Allies in the second World War.

The U.S. poured a lot of investment into the country and the hardwork of the Japanese ensured that the entire country ( including Tokyo) was able to modernize at a very fast pace which led to the changes above.

In conclusion, Tokyo is much more modern than it was in 1945.
