The question is asking you to put the ordered pair, (8,1) and m, which is the slope, 9, in the formula! We will replace y1 with 1, our y, and x1 with 8, our x! Then we will replace m with 9, our slope. This will give us y-1=9(x-8). If you want to simplify that equation, using the distributive property it would be, y-1=9x-72.
