Articles of Confederation had several flaws as it provided loose alliance of the states. So the main objective of the Constitution is to reform the articles. Federalist wanted proportional representation it and anti-Federalist wanted equal representation.The other controversies were related to slavery and the bill of rights. So it was very difficult to evolve at the consensus.
Article VII of the US Constitution states that before the Constitution is formed or it becomes the law the document needs to be ratified by 9 of the 13 states. The question of ratification divided the citizens into two groups Federalist and Anti-Federalist. The Federalist is in support of the ratification of the constitution. They were elite members are Industrialists, Well-Educated Landowners. They believed that a strong government is required for national defence and economic growth. The government could regulate trade, impose tariffs and have powers to collect taxes, building of roads. The opponents to ratification are called an Anti -Federalist. They believed that instead of the federal government state legislature will protect their freedom. Some of the Anti-Federalist is Patrick Henry, Smith. They distrusted the elite and believed that the federal government will only favour the rich. They believe that the centralisation of power will lead to the political aristocracy. They thought that agriculture would suffer a lot. They wanted that people should govern themselves.
