Depends on the short story. Usually every character has some sort of tragic flaw or has made an error based on emotional impulse. Some emotions that could drive a characters actions are; jealousy, love, anger, need for revenge, etc. This is general, and it’s not always the case, but usually there is some emotion to a certain degree that drives a character to do good or bad things.
