If you are separate, you don't really have to follow anyone and you can do what you want. But if you are in a group, you have to go by some kind of "code". In the gangs, you have rivals. Which means you have to be careful and pay attention a lot more. But if you are an individual, you can talk to everybody and you don't have such a big risk in being in fights.
