For Over-the Top party palace they can use the equation 15p+100=c, where c is the total cost and p is the number of people. 

For Make Em Envious Emporium they can use the equation 10p+300=c, where c is the total cost and p is the number of people. 

Using these equations they can find out which location is cheaper for the amount of people going.
