What were the reasons why the Articles of Confederation failed in 1787? What was the issue with respect to representation in Congress? Why was this issue so contentious?
Each state only had on vote in congress, regardless of the size, congress did not have the power to tax. Congress needed at least 9 to 13 states to pass any law and the central government was very weak
