The main objective was to create democratic institutions in Europe, and that those countries that had been occupied had the chance to choose the form of government they wanted. However, Stalin wanted Poland, Romania, Hungary and Bulgaria to construct a Communist government but Churchill and Roosevel wanted to create the Declaration to take measures against Soviet control in Europe and limit the spread of Communism.
