That's false. You only get an emf on the secondary side when the
magnetic field of the primary winding is CHANGING.
If an unchanging voltage is applied to the primary winding, then
no emf is induced in the secondary winding. Still, it's not quite
correct to say that nothing comes out of the transformer ...
applying a constant voltage to the primary winding is a good way
to get SMOKE out of it.
