The Federalists were able to win the votes for ratification of the constitution after New Hampshire, New York, and Virginia voted.  The ratification by these three states followed the Federalists' compromise on the Rights Bill.

  • According to history, New Hampshire was the ninth state to ratify the constitution after much heated debates.  After Virginia did, it enabled reluctant New York State to follow.

  • From the beginning, the Federalists were opposed to adding the Rights Bill to the constitution.  They argued that the constitution, as it was, did not give too much power to the government.

  • But, anti-Federalists insisted that citizens' rights must be added to reduce oppression from government.

Thus, the Federalists won the votes for the constitution's ratification by compromising on the addition of the Rights Bill.
