In order to differentiate between dynamic and static equilibrium with regards to homeostasis, one need to understand what homeostasis is really is.

Homeostasis refers to the maintenance of a relative constant internal processes in a system (a cell) with respect to the environment. In order words, it is the maintenance of equilibrium between a system and its surrounding.

Dynamic equilibrium refers to a balance in which there is an equality in the rate of forward and backward reaction between a system and its surrounding.

Static equilibrium, on the other hand, refers to a kind of balance or equilibrium in which there is no longer any reaction or movement whatsoever.

Thus, dynamic equilibrium differs from static equilibrium in that while reaction is still going on in the former, it has stopped in the latter. However, both are in a kind of balance.
