Answer: When the articles of confederation were created, many flaws was in it. The state governments had all the power and the federal government had power, but there’s a trick to it. The federal government could only use its power if, 9 states agreed on the action. So if Congress wanted to wage war, 9 states had to agree and also, Congress could not levy taxes nor raise an army. In shays rebellion, an angry mob took up guns and started to attack, states did nothing about it and feds could not do anything because they did not have the power to do so. The articles proved to make the federal government weak, but it was too weak. So, they created a new a constitution where federal government can act on its own. This created power for the federal government and they can do what they want, without authority of the states. However, Congress has specific powers such as to wage war, or to impose taxes, it cannot meddle with the affairs of the states because the states have their own governments and they can decide what to do. Thus, both governments must be separated or else the federal government will eventually overpower the state governments and create national rule which cannot happen.
