The ratio of red sweets to blue sweets to green sweets is; 10:9:6

Assumption:

let total number of sweets = 50.

Therefore, since the ratio of red sweets to sweets that are not red is 2:3,

Then, there are 20 red sweets in the bag and 30 blue and green sweets

Also, the ratio of green sweets to sweets that are not green is 6:19

Therefore, there are (6/25) × 50 green sweets in the bag;

i.e Number of green sweets in the bag is 12 out of a total 50 sweets.

And consequently, there are 18 blue sweets in the bag.

The ratio of red sweets to blue sweets to green sweets is therefore; 20:18:12.

However, by scaling down: the ratio becomes;

10:9:6.
