Lincoln's "Emancipation Proclamation" had all of the following effects EXCEPT A) it transformed the Union's goal of the war. B) it caused the Union to change its Confiscation Acts. C) it led to mass movements of slaves out of "border states". D) it led to the British and French refusal to support the Confederate States.

Respuesta :

The correct answer is C) it led to mass movements of slaves out of "border states".

Even though the Emancipation Proclamation did NOT free any slaves in the border states, it did result in a mass movement of these slaves to Union states. This is due to the fact that Lincoln and the Union army would now accept former slaves/African-Americans in general into their military. This would be the first time that the Union ever organized military units in which all members were African-Americans. These individuals saw this as an opportunity to fight for their freedom from the oppressive institution of slavery.
