The states could not be forced to obey laws. That's a problem because with no one being made to follow the laws, everything would be out of control with murders and thieves. They couldn't make anyone follow the laws. Why? Because they didn't have the Executive Branch. The executive branch makes people follow the laws.

The national government needs tax money to pay the public workers, to invest on infrastructure projects, subsidies for farmers, etc. If every state government decides not to pay these taxes, there would be no money to keep the national structure working. The national army is another very important factor, since they represent and protect the US as a whole, not as state individuals, and it demands a lot of money from every state.
