The Act of 1807 made it unlawful for British people to acquire or sell slaves, or to be involved in the slave trade in any way. Many, on the other hand, simply avoided its prohibitions. Slave ships were routinely outfitted at British ports such as Liverpool and Bristol. In reality, carrying slaving equipment such as shackles was not considered proof of involvement in the slave trade until 1811. Even after it became difficult for slave ships to be fully outfitted at British ports, ships continued to build out and carry their slaving equipment just outside British seas.
