The conjecture is that (22 ± 1)% of the people who use the herbs will have a better sleep.

For group A, we know that 250 people used the herb and 55 found a better sleep.

The relative frequency of people that found a better sleep will be equal to the quotient between the number of people that found better sleep and the total number of people, so we have:

RF(A) = 55/250 = 0.22

For group B the relative frequency is:

RF(B) = 35/170 =  0.21

For group C the relative frequency is:

RF(C) = 48/210 = 0.23

For group D the relative frequency is:

RF(D) = 40/190 = 0.21

So we can see that the relative frequency goes from 0.21 to 0.23

So we can write it as:

RF = 0.22 ± 0.01

The important thing is the table shows similar outcomes for the four groups (this is important because any experiment must be repeatable, and here we can see that in the repetitions of the experiment they got similar outcomes)

So we can conclude that the relative frequency of people that gets a better sleep after using the herbs is 0.22  ± 0.01

This means that (22 ± 1)% of the people who use the herbs will have a better sleep.
