I actually think it is the opposite. Fiona is surveying 7th graders that eat the school lunch. Rachel is surveying random 7th graders whose ID end in 9. The sample that Fiona has eats the school lunch. You do not know if any of the students whose ID ends in 9 eat the school lunch or bring their lunch from home. Therefore Fiona’s 7th graders would be more knowledgeable on the most popular lunch choice & supply a bigger representation of the students who eat the school lunch.
